Harold W. Phipps, J.D.

As a former attorney with the FBI, Harold Phipps has a balanced understanding of both computer technology and the legal system. Mr. Phipps was a member of the Federal Bureau of Investigation for 31 years, with five years as a member of the Computer Crimes Squad. He founded the Atlanta Chapter of Infragard, which is a program initiated by the FBI to defend the country's information infrastructures, including those in the corporate sector. He also was the coordinator for ANSIR (the Awareness of National Security Issues and Responses organization), an organization that connects senior corporate executives with the security issues facing them and their organizations. Under his direction, participation expanded from less than 50 to over 400 members. Mr. Phipps was also instrumental in establishing the Key Asset program for Atlanta, which was set up to identify the major infrastructures in the Atlanta area and to maintain contact with appropriate resources in the event of a national, regional, state or local emergency.
